System Restore tab...not there

Can anyone tell me why my system restore tab is missing?  also i cannot use msconfig or gpedit.msc in the "run" box..."windows cannot find.."check your spelling....Also the defrag button is unresponsive and then it says that the defraf tool has not been installed...what gives?????windows xp home upgrade

Flame...there are no viruses in my computer...I almost wish there were...at least we would have a place to start....I run AVG antivirus and Norton....i can't help but wonder if they have been people manipulated???
