Restricted Sites question

regarding my IE6 OS is XP > I go to Options>Security Tab> Restricted Sites> and find that there are listed approx. (didn't count) 100 Sites that are restricted.
I did NOT add these Sites to the Restricted Site's List. Wonder, how they got there?

I'm trying to Restrict Sites that bring me frequent Tracking Cookies offenders. Is "casalemedia.com" one of these offenders?

Where can I get a listing of these Tracking Cookies Offenders?

Don't worry too much about tracking cookies. They're next to harmless.
I'm not aware of any list like that.
Going your way, you won't be able to acces most of the sites, if you restrict them.
