Has my Epson scanner died?

My Epson 4490 Photo scanner seems to have given up the ghost or at least gone into a coma. When I try and use it I get an error message "Epson Scan cannot be started." The green 'power on' light is NOT illuminated, although the unit is correctly connected up and I have checked with a meter that there is 24V DC going into it.  The local Epson repair agent more or less suggested the best thing to do was to throw it away and buy another one. Can anyone think of a less expensive alternative?

    Check all your connections, install it on another machine to make sure its not a software confliction.  Nothing really to say.
    Windows 7 RC Tester.  Working on it.  Your monitor says etchasketch on the side!

    Just buy a new one. These things are so cheap now they almost give them away....I saw a flatbed scanner for $49.00 at walmart.

      Try what was suggested first.  As to rule out its not the cause.
