Then you need to enter BIOS, and change boot order to: floppy, CD drive, hard drive.

    how do you do that?

Well...which is it?  2, or 3?  And are they long beeps or short beeps?

      3 short beeps

Restart computer, and watch the screen closely.
At the bottom, it'll display message:
Press "some key" to enter setup
      Press "some key".
While in BIOS, tell us who is the BIOS maker. It'll help us determine your beeps sequence.

Have you ever changed memory inside of a computer before?

            http://support.dell.com/support/edocs/systems/dzuul/rr.htm#dimms

Make sure the computer is turned off, unplugged from power source and all cables are disconnected from the computer.  Find a flat surface to work on...and make sure you are completely grounded when working inside the computer.

You will need replacement RAM modules, to replace those that are currently faulty inside your computer.

Since we suspect your memory (RAM) problem, turn your computer off, remove side panel, touch any bare metal part to protect computer parts from static.
This is how your motherboard looks like. I indicated RAM slots with red rectangle:

            Remove RAM:

Hold it by sides. Use soft eraser to clean connectors (up, and down, not across).

            Put RAM back, restart computer.
            Pay attention for beeps.
            Post back.
