If you're not using a home router, then your computer probably has a "public" internet address (IP address) assigned to it. A public internet address can be accessed from anywhere in the world. I believe the Computer Host forum asks (suggests?) that you not post your public IP address to minimize unsolicited probes and attacks against your home network (basically against you personally).
If you're using a home router, it gets the public IP address assigned to its internet interface and either it or you assign private IP addresses to the computers on your home network (which connect to the Local Area Network (LAN) interface of the router).
If you post the output from "ipconfig /all", you should edit out any "public" IP address. The private IP address is less of a concern because the attacker would need to know the "public" IP address to reach you. If someone has internet connection issues, it's not unreasonable to ask for the output of "ipconfig /all"; but then again I operate from behind a home router.
