Control a small section of the screen?

I need to control a small strip at the top of the screen and display a
banner. I have been trying to do this using a combination of vb and DirectDraw.
However, I really need something that will force the windows down below my
banner instead of covering them up. Is there a way to do this constantly,
with the exception of the screen saver, no matter what application is
running or deployed? If so, could you please steer me in the right
direction?

You'd be best asking this in the section for Programming. Not that many people will actually help, considering it sounds like a very annoying program to have: forcing it into the foreground, over any open windows? I know a lot of spyware apps that have a similar functionality...
