Windows 98 diagnostic?

I have a computer running Windows 98 that will not boot in normal mode, only in Safe Mode.  It will not go to the configuration page; it shuts down.  Is the diagnostic program exclusively Windows XP?  How can I determine if this is a hard drive problem, a memory problem or other besides trial and error?  Thanks for taking the time to respond.

Thanks Merlin.  As usual you have come through with some usable information.  The computer starts with SAFE MODE in all 4 corners and will not start in Normal Mode.  I didn't remember the scandisk DOS command, but I'll try that.
(The safe mode article brought another issue to mind since in our school several computers have been indicating a video error in configuration.  Perhaps the video driver is going bad? I wonder if I need to download new drivers on those machines. They are 1996 and 1997 IBM machines.)

    Usually, when I face that type of problems, I reinstall Windows 98... New drivers for those old machines? Better some old drivers.
