Internet Explorer Content Adviser

I can't seem to get the content adviser to work.  I have
ICRA ratings and SafeSurf installed.  I also have some web addresses listed under approved sites to never access.  They come up everytime.  I also know to leave the box unchecked in front of "allow all unrated sites to be seen".  

Please help.  I have children that could easily get into trouble.
