I have a problem with my Windows Me

I received a Follow mensagem when I open aplications like «My documents» or Windows exploer»:«The present definitions
of security do not allow the execution of ActiveX control in this
page.Therefor, is possible that the page is not presented correctly.»I have a lot informations in disk.I can´t to run da restore sistem.Please give me a sugest. Thank you

ok .....start/programs/accessories..........msdos prompt........C:\windows  now after that prompt type scanreg/restore..a splash screen will appear answer yes to it..........and chose the last good cab-file  which maybe a couple  of hours...since the problem happened...
