Windows Doesn't Start... At All

I really need some help and I have no idea what to do.

I have a DELL Inspiron 1420 with Windows Vista. It sort of froze up when I was browsing a web page, so I shut it down by pressing and holding the power button. It continued to slow up the next few times, so I continued to shut it down this way, which I know was probably very stupid. I think I seriously messed up all of my start-up files. My computer was running CHKDSK but it froze up during it. Now, when I boot up it will go through the DELL screen and then I see a black screen with a little blinking white bar at the top (the one where text is inputted)...

I would really appreciate any help. I'm totally clueless.

Did you try Safe Mode?
Do you have Vista DVD?

When I try to go into Safe Mode, it just bleeps and bleeps no matter how much I try (by pressing F8). I do have the Windows Vista DVD.

I've done all that, and the computer still won't start. >.< Am I gonna have to reinstall? I mean, I'll get over it... it'll be a pain... but I'll deal with it.

I had a system restore file logged, but it says that I don't, which is stupid.

In the future, is there a way for me to back up all my stuff to a disc, if this happens again?

Are you booting from Vista DVD?

Yes... Oh god, and I just made it completely worse. I reinstalled, but now it can't even connect to the internet. I f***ed things up royally. I'm so confused and sad. Should I have reinstalled it to be in the OS partition... I don't even know what a partition is! Oh god...

I'm lost.
First, you say, computer can't start.
Next, somehow, Windows got reinstalled, already.
We need to know what you're doing, if we're to help you.

You need to reinstall motherboard drivers to make some of your computer components work.
