windows installer

when i am useing my pc on or off the net every time i click to open somthing the windows installer sign keeps flashing for a few seconds this has been happening since i used microsoft money for the first time and i cant find out how to stop it , i have run anti-spyware & antivirus but cant find anything , i also tried to download ms anti-spy but my pc told me that the system admin wont allow it to be installed,i would appreciate any help on this

I have actually seen that before but the situation that causes it is somewhat rare.  When I saw it, it was a conflict between Microsoft Money and satellite Internet access software.

You don't happen to be using a satellite connection to access the Internet do you?

no i am useing a cable connection now and before that i was on the phone lines and the problem is still there .
