Downloads won't finish

I have been having trouble downloading files through internet explorer.  The download starts fine, but once it gets to 2 or 3 percent it suddenly is finished.  I've tried pretty much everything I can think of, including clearing the temp internet files, the web cache, and the history (not that those have much to do with d/ling files, but I had no idea what to do) and of course it still doesn't work.  Any help is appreciated....

    Try disabling your firewall and download files. If this works, get a new firewall that won't block downloads. If this doesn't work, go to Tools -> Internet Options... -> Click the Advanced Tab and then press Restore Defaults.
