Keyboard....

I read a lot of topics on this that I found but none really answered my questions, so now I come to you guys…and gals for help, my “?” on my computer is and “E” with a line over the top, my setting are not on French and it is only one the one key…is there away to change the properties of just one key?
How did this happen?, and more important how do I change back?

maybe a corupted files or  a trojan worm is the cause! always guess the soluition with little info provided?? :)Options to  try a reboot- and hold down the f8 on boot .......chose last good config.......or go to the control panel and click the keyboard icon.....and chose english settings....re-set...it..have you downloaded any files from msoft??
