128 bit security update for Windows 2000

I want to access some secure sites with my Windows 2000 PC and it did not get through. I am not on a coporate network, just at home. I know there is only 56 bit security in my PC. I have IE6 and a link to a update took me to the Windows 2000 Server webpage when I was needing it for Windows 2000 Professional.
I saw on Microsoft's Website:

If you are running Windows 2000, installing Internet Explorer 5.5 will not change the current level of encryption on your computer, you will need to install the Windows 2000 High Encryption Pack.

That link is dead.
Can you help me?
PS: Windows XP is too slow to boot on this PC.

Do you have all 4 Service Packs installed ? ?
DLoad and install IE6 to that machine...i believe it offers the same level of security...

you can download the latest version of internet explorer 6 that works with windows 2000 here.

I have the latest IE for Windows 2000.
I don't have SP4.

why don't you have SP4?
