i keep deleting and removing the old card.It keeps reinstalling itself with plug and play. The closest i have gotten is now i have the monitor plugged into the new card but the system is still using the old card.I thought naybe it has something to do with the fact they are both radeons

When you plug your new card in you should go into your bios and set your...
Video Boot Type: onboard video 1mb
    to
    Video Boot Type: AGP

its a PCI card, and the only options it lets me select for onboard are to switch it between 512k and 1 meg

OK, I googled your card & it came up as AGP, maybe they brought it out in 2 formats.
It looks as though you also have onboard video, is this the case?

Sorry Jeep, I have to leave for work 10 minutes ago  :(
From what I can see it still looks like a bios setting problem. I'll check back later in the day to see if you've made any progress.

I think I have a good idea. Im going to completely uninstall and remove both cards, disable onboard vga, then reboot and install new adapter and then try putting in the card.Because when i try to access the bios it only lets me do it through the old card and i cant change any settings

thanks merlin. It didnt work though i just tried it, thats the first way i tried it though.Well im back to my old card again. Its weird though because when i follow all the instructions and boot PC, it hangs on the HP screen and wont allow me to access bios or start in safe mode. But when i put in old card along with new one the plug and play recognizes both.So i install the drivers for the new card but it still runs it through the old one.
