Computer will not boot up

I have an older desktop computer.  When I try to turn it on, the power button light turns orange and stays orange.  It used to turn green.  I can hear the fan starting up, but after a minute it powers down.  The screen stays black.

    8)First switch on your pc ,then see the BIOS (using F2 or Del or F10) HDD is detected or not.if it's detected pl select first boot device and go to normal process.....else already installed but is it not going try to safe mode also, else repair OS

Sounds like the power supply is shot.
