opening attachments

my sister cant open attachments; box says 'open or save', she clicks 'open', then a box opens and downloads everything to a temp folder; next, Windows Installer flashes for a moment, disappears, then MS office Standard Edition comes up with boxes to fill out and asking for a product key!
Can you help me figure out what the problem is and how to fix it for her?

So, are the attachments MS Office type (Word, Excel, etc.) files?  Does she have a genuine Microsoft MS office Standard Edition installed and properly/previously  registered with valid product key?

If you have Office installed you can do a repair install (insert the Office CD and it will offer the opportunity to repair).
