Windows 98. If you reloaded from the "recovery" disc, what internet browser (and version number) were you using?
I thought you needed Internet Explorer 6 SP1 to access Window Updates. (Windows Update was "updated" to use newer browser technologies).
I also assume you would get script errors if you're trying to access modern web site using a really old version of Internet Explorer. You might try last version of Mozilla Firefox (
version 2.0.0.20) that's compatible with Windows 98.

(1) Dial-up, DSL, or cable modem?
(2) Is it integrated on-board the motherboard, a separate internal card, or an external modem?
