Win 2000, but no DVD decoder

Can't play DVDs.  DVD Player is not listed under Programs, Entertainment.  If I open it via Help, it opens but does nothing.  Help indicates there is no DVD decoder, tho they are provided by Windows and the DVD drive manufacturer.  It's a Pioneer  DVD-R 104 which I use all the time to record DVDs I create with Adobe Premiere and Studio 9.  So wha happened to my decoder?  Where can I get one and how do I install it?  Thanks!

see if its a bad start up...........reboot pc and hold down the f8key and chose last good config.........How big is your hard drive......

Don't think it's a bad start--it's been a week or so that I've been trying, booting every day.  Haven't made any changes for a long time--it is my video editing computer I keep clean, don't use it for anything else.  Thanks!
