PCI Express video problem

I recently purchased an Intel D915PGN motherboard and the PCI Express slot does not work. I am tying to use an ATI X800 Pro that tested good on another computer. I have set the primary video adapter to the x16 slot and I have noticed that under PCI Express configuration that PEG Negotiated width is blacked out and says none next to it. Does this mean that the BIOS does not detect the card? I have noticed that the computer will boot into Windows with this card in and it will not show anything on the screen. Any help is welcomed.
