Dell dimension 1100

It keeps rebooting continuously, I tried to do a system restore and it just shut down and kept rebooting, can't even get into safe mode should I replace the ram ?
I removed it and reinserted it no luck, i also reset the MOBO Still no luck, can anyone help?

Reboot and as soon as the system starts booting begin tapping the F8 (function) key. This will take you to the Advanced Boot Options screen. Choose the option to Disable Restart on Error and reboot. Next time you should see a blue screen error. Please post the entire contents of that screen here.
