Older hard drives always make a crackling/clicking noise when seeking data.

They don't always.

Out survey indicates that 9 out of 10 users with the drive noise problem found full relief by replacing the hard drive with a new, improved model. As for the tenth user,  she had a mouse inside the PC case and thought it was the hard drive.

There is no repair for a harddrive.
Buy a NEW one, and re-install.
For curiosity sake -if possible-, remove the covers from the old drive, install the cables and let the drive hang outside the PC. Start up and then it will show you where the noise is coming from.
You may learn something.

This is the worst advice and will solve nothing. It will only end with a trashed drive.
