It should already be enabled.

Are you having a problem? What errors are you getting and what are you doing when you get the error?

    For windows installer to work, you must be running under an admin account; not limited user.  The installer service must be enabled.  If these two criteria are met, then the installer is broken and must be manually removed google for instructions from microsoft. Then install windows installer 4.5.  Windows intaller has no dependencies; though dcom service should be enabled, as Windows Management Instrumentation, as BITS.
