Connection Refused On some sites

Here is the message I receive "the connection was refused when trying to contact so and so address"  

I never had this problem till bellsouth changed some things on the computer.  They have yet to fix the problem.  Basically anything that requires a login I cannot get access to.  Examples, hotmail, hushmail, ebay, toyotafinancial, and my schools blackboard.  I really gotta get this problem fixed cause I have an online class this semester.  I know the basics on the computer so if anybody has any ideas how to fix this problem that would be greatly appreciated.

    1. Start
    2. Settings
    3. Control Panel
    4. Internet Options
    5. Security tab
    6. Reset all security zones to Default

    And/or

    1. Start
    2. Settings
    3. Control Panel
    4. Internet Options
    5. Advanced
    6. Restore Defaults button.

    You may need to do the following as well
     
    1. Start
    2. Settings
    3. Control Panel
    4. Internet Options
    5. General tab
    6. Remove cookies, temporary files and history

    thanks but I had already tried those from a previous post I read still gettin the same message,  I been trying everything :(

    Are you using a proxy, pop up blocker, parental control? Check settings for these items.

    Can you not access any website at all, but you do have an internet connection?

    Have you configured the DNS server in your TCP/IP settings according to your providers instructions?

    I can access most sites.  Mainly the ones that require a log in I cannot access.  Such as hotmail, ebay, hushmail,  etc.  How do I configure the DNS server.  Not sure what the TCP/IP settings are.  thanks

      If you are accessing the net your DNS and TCP/IP are OK. What these sites seem to have in common is secure log in. If you have a firewall and/or router check to see that port 443 is not being blocked. Also check your browser settings under advanced and make sure that it is using SSL.

      I am having this same problem and have no clue how to check if port 443 is being blocked. Can you tell me how to check that.  I have done all of the others things suggested in this thread and I still cannot access any sites with secured logins.  This is a huge problem for me since I cannot access the site the I use for work everyday and I have to work on Tuesday!!  HELP PLEASE.  

      Another problem Im having is that my computer was running fine until Friday night.  I ran my spybot and cleaned up my computer.  I also deleted some unused programs and installed a new internet security provided free by my ISP.  In addition to not being able to access sites with secured logins which happened before I downloaded the new internet security software, I cant run the new antivirus software supplied with it.  My subscription for Norton expired and I didnt renew since my ISP provided a free antivirus program.  But in order to run it I must first uninstall Norton.  When I attempt to do this from the control panel Add/Remove program option it keeps telling me that I must be logged in as an Administrator to uninstall it.  I AM the only user on this computer and do have Administrator privileges.  It tells me to login to Norton as an administrator and uninstall.  However, when I open Norton it wont let me login because its expired.  How the heck do I uninstall it now?  Nortons website is no help.

      Also, please dont suggest that I download Mozilla and forget about IE because I tried that already and everything I tried in Mozilla told me that it couldnt connect to the internet and I have cable internet access.

      The SSL under advance are both checked.  the 2.0 and 3.0.  How do I go about checkin the firewall/router for port 443

      I just removed norton symantec internet security.  So far I can log into everything now. What should I replace this with.  Thanks for everyones help

        Zone Alarm or Sygate personal firewall. The Norton firewall had the port blocked.

        I have seen that before. In one case, Symantec Internet security would cause Internet Explorer to completely stop showing web pages.

        Try using a more reliable firewall such as

        ZoneAlarm Free
        -- Free firewall - more user friendly
        Sygate Personal
        -- Free firewall - more configuration options

        Hi,

        Im still having the same problem.  I dont know how to check if port 443 is blocked, I cannot uninstall Norton, it wont let me, and my system restore has only one date that I can use for restoration prior to the problem and it wont restore for some reason.  

        The sites that I use for my job (I work at home on the computer) I cant access.  I really need this problem fixed so I can work and support my 4 kids!

        Please help!!!

        Uninstall it in a logical order or uninstall it from Safe mode.

        I just ran the AVG Anti-virus free edition  and it showed I had a virus.    It says its Trojan Horse Small.P
        How do I go about gettin rid of the virus.  Under the healable tab it says it is not healable.
