More information needed.

Check DNS under TCP/IP settings.

I checked TCP/IP settings.  My os is Microsoft windows. I use road runner, a router, and my internet explorer page is completely blank with no messages. When I turn on the computer a message box pops up stating "unable to locate kernel component".

I'm using my laptop. It's my desk top that's down. I'm wireless and as you can see able to access the web from the laptop, so it's not RR, but I'm guessing some kind of software problem in the desk top. I can not get on the web at all and can't access any other sites when using the desk top.

Try any other Browser like Netscape, Mozilla, Opera, etc.

If it works then there is a problem with IE otherwise your settings are wrong.

A browser works just like any application. Exactly what have you
    tried?

Like I said, configure your TCP/IP (Especially DNS) according to your providers instructions. If these aren't configured properly, not even another browser is going to work.
