I was wondering if a internal CD drive could be "rigged" to be used outside the computer, without buying an external CD drive? Could a USB port be "rigged" to hook into the IDE port?

I imagine you could use a HDD conversion kit on a CD drive.  Take a look at some of the kits available.

External cases for ATAPI devices are available, they have a USB2 to ATAPI adapter and mounting for a 140mm (5.25in) form factor device and a power supply connection. Some also include audio jacks.
