stuck on blue microsoft windows xp page

when i start my computer it goes past the start up screen and stays stuck on blue microsoft windows xp page. how can i get past it so i can log on to my computer?

I'd pop the OEM CD of XP and perform a repair installation. I have seen this before with drastic hardware changes, although most of the time drastic hardware changes such as CPU change from say AMD to Intel causes blue screen of death error. Your error is a desktop and services that is not populating from the sounds of it.

Go to the safe mode. Install kaspersky internet security . Update the virus definitions.Launch a full scan.Try to log on to win xp again.
