Just wanted to mention that your ISP has a grade of ( D+ ) compared to other ISP's.

Try a traceroute to www.google.com  which is in your back yard pretty much vs to England. I use to have nasty latency like this between myself in NH, USA and a friend who was in Australia with online gaming and Vent communications would lag in addition to their character running around, sometimes running in place etc until the packets caught up.

Distance = LAG due to the many hops between California and England as well as the speed of signals slightly slower than the speed of light whereever fiber optics are not used between California and England, and whereever the light transmitted on fiber channels are converted back and forth to electronic signals during conversion process.

If www.google.com is crappy then its a real problem, otherwise its common lag due to the distance factor. To Australia sometimes lag/latency would go upwards of 600 to 1200ms, but most of the time it was 200 to 450ms.

Ok so the problem is within the USA... getting closer to solution then. Is this DSL or Cable Broadband? Have you rebooted modem/router etc and retested against www.google.com

You could also try using an OpenDNS IP address as your DNS resolver to bypass your ISP's DNS's. You can register and get a free OpenDNS IP that is close by and that might help.

You can also always call up your ISP and request a loopback test in which they query your modem from their end and verify that the signal between your ISP and your modem is good or requires a technician to add a filter to it etc.

When I first got broadband my connection was crappy. They performed a loopback test and confirmed that there was a problem. Technician came the next day and ended up running a new cable to my house since the old cable I had been using for broadband was 1985 era coax and there was too much signal loss. Technician was amazed that my motorola surfboard modem was even able to handshake with such a weak signal. Ever since they installed new cable to house from pole connection I have had very reliable and fast response times.

it is Cable Broadband! And over the month I've called TimeWarner countless of times and they said the modem was working fine even though my ping test showed otherwise. We did the ping test together but on their end they said nothing was wrong. So we did call a technician and he said all the connection is fine and all they did was continually change the modem and the problem was the same for every modem they brought. Would using the OpenDnsIP address help alot? and how would u do it?
        windows 7 by the way!

*i did try the open dns server. It helped a little bit but still immense spikes..

Have you tried a different computer here. If you dont have a 2nd computer maybe a friend has a laptop they can connect via Cat5 to your internet connection and run the same ping test to www.google.com and see if you get the same results or not.

I am willing to bet its the ISP, and the other computer will show the same issue, but with few options left, this might be one you haven't tried yet to pinpoint the cause.

*Edit: Just thought... Only other part of this equation I just thought that could affect you with bandwidth and latency is if you have a wireless router connected that is open ( not secured ) and someone else is connected to it and downloading lots of data all the time etc. Test for this would be if the activity LED on the router/modem is blinking like crazy with your computer shut off. If you find this to be the case, then you will have to secure your wifi so that its not open for unwanted neighbors to ride on in for free etc.  (( Your ISP would not be able to detect this, and it would cause these symptoms ))

A friend of mine who lives in PA also has Time Warner and she is not happy with their internet service, but where she is at, its either that or dial-up and she cant go backwards to dial-up. Her home is out in Western PA surrounded by farmland. Not sure what your options are for ISP's out your way. Her problem is that she will be gaming online and get disconnected at times, and her connection to the internet is slow.

i dont have a router because the modem already has a built in wifi but another sympotm is that it always starts to lag after 8 o clock and when i checked the internet every hour, the ping returned to normal around 12 am ~ 1 am is there a solution to that? A laptop is connected  to our modem but it still gets the same problems as i do.
and our connection in our house is

modem > 3 switches > then to computers

and our wifi is secured and it alwaaays happens to be around 8 o clock that it starts lagging

edit: actually it has nothing to do with time...

Do you have any neighbors who also have this same service that you can compare against to rule out either ISP issue or issue with bad service to home? Maybe have them run a ping at the same time and see if you have same or mixed results to move closer to knowing where the problem is located?
