Can't find startup menu bar ????

Can someone help me find where my start menu went ?  And the whole bottom taskbar in win 2000 ? I have taken the mouse and dragged it around each edge of the screen to no avail . Is there a way to go into control panel to restore it ?  HELP !  >:( :'(

    1st I'd do some scans for badware.

    I've never had the need to use this before but Kellys_Korner is a reputable site.
