I find it very easy to believe. Many governments have banned the use of Kaspersky on government computers (Lithuania, for example) . Other's don't have it listed in any sort of official policy but do not use it (Canada).

in 2017, US and British Intelligence alleged that Kaspersky had colluded with Russian Intelligence agencies to facilitate espionage and data theft initiatives.

Directives banned it from some parts of the U.S Government in 2017.
I was trying to dereference Null Pointers before it was cool.
