Packard Bell Monitor Problem

I have a Packard Bell Monitor
MODEL No A520
S/N TGMN93610649
MPCS 6764430000

I wonder if any one knows where I can get a manual for it as I seem to have a problem with it.
When I power up a computer the monitor when switching it on it starts off with a Green Power LED then changes to a Orange LED and will not continue the start up.   The computer meanwhile is loading as usual.  [smiley=sad.gif]

I have restarted the monitor over and over again then I shut it down and shut down the computer. A bit later I start the monitor again, power up the pc and you guessed it it loads up and it works.  [smiley=shocked.gif] Then if I shutdown the pc but not the monitor and then a little later I power the pc up again, the monitor that went to a Grean LED goes to the Orange LED and I have to start all over again.  

Any ideas on why this happens and how it can be put right will be gratefully received.   [smiley=dankk2.gif]
