Renaming files (1-62) and DOS asking questions

HI,
I have a lot of jpeg's and i wanna name them by (PIC-01) to (PIC-62). Is that possible in DOS?
And for my other question, How do you ask question in MS DOS, like asking their name. How would I add this variable? I know it has to do something with  %1.

Here is what I want to do
What is your name?
(they type here the name)
Hello (name)
