Why don't you uninstall Norton, reboot and then reinstall it (if that is what you want to use)?

Or un-install Norton and install AVG...you and your machine will be much happier.

Do you mean Norton Personal Firewall, or what?

I've been using NAV 2002 since Sept 2002.  By the time my current subscription expires, it will be four years.  At that point, I think I'll switch to something else; I believe they will no longer support NAV 2002.  Anyway, it's worked fine for me.

I got NAV 2002 as part of NSW (Norton System Works 2002), which I originally used with Win 98SE.  When I upgraded the OS on my main machine to Win XP, I installed only NAV from the NSW CD.  When I bought NSW, it was bundled with Norton Personal Firewall, which I still use.  Works for me.

Now, when it comes to uninstalling Norton, I expect I may be cursing Symantec.  Removing their components seems to be where so many complaints arise.

Soybean, by that time it will be good to format and reinstall everything anyway!
