urgent help -- internet access permission

I have windows 2003 server and 5 clints. Networking is on domain.  we have internet access to all computer. I want to give access to certain computer only. also i want to give permission to some computer accessing computer only certain hour.

I can do that or not.? can anybody help me how to do it on detail
