I'm getting this every time I access CH Chat. Is this happening to anyone else?

Yes.. Unfortunately.

Seems to have been going on for quite some time. The issue is that too many people are using the Perl script to log into that server (not only Computer Hope uses it) causing it to not allow users in at peek times. I tried to resolve this issue early last month by using the Computer Hope server as the host to log into the IRC server, but users abused it and caused the Computer Hope server to be banned from the IRC server.  

I plan on doing a whole new chat section. But because of the low volume level of activity (potentially because of what was explained above) I keep putting it on the back burner.

Though I do like Blitzed, perhaps its time for a new IRC server?
Perhaps the Freenode network, Ubuntu Linux uses that. (www.ubuntu.com)

Or maybe its time to check with your web hosting providor and see if you can get your own on your own server....

Forgive a stupid question, but will Win users be able to use it? It seems like a "yes", but I'm not 100% sure.

Win? As in Windows? Sure, all Windows and Mac users can access an IRC network as long as they have a client. (ComputerHope chat provides you with a client)
