Running Panzer General on XP

Can anyone tell me how to get the mouse to control correctly? Panzer General is an old MS DOS game. It runs fine on XP - with the exception of the mouse. Should I use a DOS emulator vs XP? If so how would I configure the mouse on it? Thanks.
