config.sys missing on startup

I usually try the below work around:
In Recov console:

type "cd system32\config"
u will see c:\windows\system32\config

"ren system system.old"
"cd \"
"cd windows\repair"
"copy system c:\windows\system32\config"
"Exit"

BUT - sometimes get access denied on something to that effect, even when i allow for different drives.

any suggestions?
