Popup Ads comes from some spyware infection.

Scan your system with Anti-spyware software to detect and remove spywares.

Some Anti-virus packages have own Anti-spyware.

Try SpySweeper 5.5 (shareware) or AVG Anti-virus 8(free for Private and Home use).

It is not a good idea to have more than one anti virus program running on your machine.  One of the best anti spyware programs is Super Anti spyware.  A lot of people on this forum use it.  I would recommend downloading and running it now  www.superantispyware.com   it is freeware.

If you are running windows xp-sp2, IE has pop up blocker.  If not there is a free program  http://www.panicware.com/
