Go to Tools > Internet Options and click on the Security tab.  What level is your security set to?

And have you tried viewing Paypal with another browser such as Firefox?

        Thanks CBMatt

I will check the security level when back home. I forgot about that.

I haven't accessed it using another browser but i can login via ie7 by going direct to paypal disputes page, logging in, and then switching across to view my account instead of registering a dispute!

I am going to RDP into this computer tonight and compare all the settings one by one.

Let us know how it goes.  Because of SSL and the secure content on Paypal's pages, the security levels could be blocking something on the page, such as certificates or JavaScript.  You may want to consider resetting everything to the default settings in IE.

And make sure you remember to test another browser so we can know if this is an isolated incident or not.

        Good luck!

I decided to call paypal this evening first to see if they new of a setting that needed to be changed. The helpdesk staff are trained to see how quick they can blame the problem on somene else. I was told i should call my ISP provider. It's a freephone number so i thought what the hey!

A nice bloke called Rhanjhit in the India branch of British Telecom did originally try to tell me it was the website but i assured him that the site worked 30 minutes ago from another computer.

I let him log in and he spotted something i missed. Occassionaly the paypal page would get as far as an icon on the bottom of the window telling me that it was rejecting the cookie before freezing up.

After a couple more cookie flushes we got it to go through to the site.

5 minutes later i tried again and it had all reset to locking up and no amount of cookie flushes or reboots would change that..

I download Mozilla firefox after only having used internet explorer before and it gets round the problem.

Being bloody minded though i will get to the bottom of this just for the sake of it. It annoys me when things don't do what they are supposed to do.

Anyone with advice on this is welcome, as this thread is not dead yet!

Additional information - All privacy and security levels are set to default and have been reset several times and even changed to minimum a few times to see if that changes anything. It didn't.

I had a feeling this might be isolated to just IE.  One thing you can try is heading over to Windows Update and make sure you have the latest updates.  You should also make sure you have the latest version of Java.

Although there doesn't appear to be much you haven't tried, you can take a look at this little checklist:
          http://forums.ebay.com/db2/thread.jspa?threadID=200011303&tstart=0&mod=1108059125936

Also, it may not be a malware issue, but it doesn't hurt to look into it.  You might want to consider taking a look through this post and then posting the appropriate logs:

In IE, go Tools>Internet Options>Advanced tab, and click "Reset" button.
          Restart computer.

I have reset all the settings multiple times so that isn't the problem.

I have AVG, spybot and adaware and the MS firewall and anti-phising protecting my system and i check them all out regularly. I am fairly confident that malaware isn't a problem.

I did try to access with all these switched off at one point.

I keep MS automatically updated, although as i switched off last night it told me there were some new updates to be downloaded and applied. So i let them run. I will let you know later if any of these rectified it.

I have tried these fixes also - http://www.ian-smith.co.uk/cgi-bin/v8_cookies.asp

Just to be on the safe side, go ahead and post a HJT log anyway; there could be a certain toolbar or add-on causing you problems, even if it isn't malicious.

And although you have Automatic Updates turned on, it still misses updates now and then, so it would be a good idea to check manually on the web site.

                Good call

I forgot the golden rule - Anything new added recently.

It was about 4/5 weeks ago that Yahoo toolbar was added when upgrading my BT Yahoo Broadband and modem.

It was a while back and i hadn't had any problems till now as i hadn't tried to access the paypal site.

Bt Yahoo toolbar off and business as usual.

                Thanks CBMatt  8)

Awesome, I'm glad you found the culprit.  When the problem lies solely with IE, a toolbar/add-on is often part of the issue.  And despite its popularity, I have found the Yahoo toolbar to be nothing but trouble.  Anyway, I'm glad everything seems to be in working order now.
