A cd-rewriter will slot straight in and work as a basic cd-rom from the W98 drivers already loaded. Put in the software CD  provided with the new drive and you will be able to burn CD's aswell - bonus!

CD-ROM and even CD-R/RW drives are becoming harder to find since DVD drives will read both CDs and DVDs and most DVD writers will do CDs as well. You shouldn't have any problems if you replace your drive with a DVD drive, especially a writer. As Maktek said, you'll be able to burn CDs and DVDs as well.
