HELP!!!!!

Ye so i have been having this problem with my computer for some time where it just wont startup properly so when i go to task manager i find rundll32 running as well as explorer wen i end rundll32 task it starts up like the start bar appears and everything.
Also i have had trouble turning of my computer as it just wont shut down.
