Very Strange Keyboard Problem

If I hold down any button on my keyboard the cursor will sort of freeze / disappear quickly, any sound will skip and my CPU jumps up to 50%

Also if I use a usb gamepad while playing a game eg nhl 2009 the graphics will sort of skip, become really jumpy.

my two questions are first of all are these things related? (possibly a usb issue?) second how can i fix it. Any help is much appreciated thanks
