Unstable display and trouble with cold boot.

Hello, I'm having trouble with my display.  When I watch videos or move my mouse across the screen it twitches or overlaps causing my screen to flicker.  This happened when I uninstalled an ati driver.  I reformatted and reinstalled Windows on my computer and I'm still having this problem.  I have talked with some friends about this issue and have responded that it may be a possible power problem.  Does anyone have any experience with this problem?  Also, I have trouble cold booting.  When I power up the fan just runs.  I have to restart 2 or 3 times before it boots.  XP, E-machine, 2GB Ram, AMD Athlon, Mcafee
