We are happy to announce that POP3 technology is now available to Hotmail users in the United Kingdom, Canada, Australia, France, Japan, Spain, Germany, Italy, and the Netherlands. If you don’t see your country or region in this list, never fear, we’ll be rolling POP3 out to more parts of the world later this year.      ....

And for those that currently use the Webmail extensions with Thunderbird to
access their Hotmail accounts,  this is a good place to read along:

Update:

Yesterday,  Hotmail access with Thunderbird, using the Webmail extenstions ceased to function.    I'm in the U.S.

You can read some others comments about it here:
http://groups.google.com/group/thunderbird-webmail-extension/topics

and here:
http://forums.mozillazine.org/viewtopic.php?f=39&t=996735&st=0&sk=t&sd=a&start=15

Found details on how to change settings here:
http://forums.mozillazine.org/viewtopic.php?f=39&t=1086595
and tried them.

Seems to work fine now!
Tried sending and recieving a couple emails.  Both worked.

Summary:   It appears the Microsoft has now allowed free pop and smtp access to Hotmail,  but has not advertised it.   :)
Webmail extensions and add ons for Thunderbird are no longer necessary to be able to use TBird with your Hotmail accounts!   Set up TBird, and it works.
