Windows 98 Will Not Shut Down

Windows 98 becomes frozen at Microsoft Windows 98 screen when I try to shut down and my on/off button on the computer then ceases to work also for a cold shutdown.  I then press the restart button on the computer which then seems to restore the on/off button for a cold shutdown.  

This has been going on for about 10 days.  I have since downloaded Ad-Aware to remove spyware, got rid of some programs, including some running in the tray to reduce memory use, but have still not found a way to correct the problem.  

I use Verizon DSL which use MSN Messenger, McAfee Anti-Virus and FIrewall which are constantly running.  Is it a memory problem?  My computer has 250 MB of RAM.
