Computer won't boot

 Moved recently and was probably a week before I hooked the PC up at the new house. I get a beep code on start-up (1 long and 3 short). Monitor displays a message that the system has found and installed software for the monitor. There is a cursor flashing below and but I'm unable to type anything. Norton utilities cd or system cd will not work from start-up. Can't get to dos. Not sure what to do. All suggestions will be appreciated.

Find out what the beep code you are getting means for the motherboard you are using. You should be able to get that from the motherboard manafacturer.
