What is the exact error message? It'd take *a lot* of e-mail to actually prevent outlook from getting any e-mail. I'm assuming that it's more likely that your Internet service provider e-mail box is actually full and not your outlook.

Additionally make sure Outlook Express is not saving e-mail on the server. You can check this by following the below steps.

    - In Outlook Express click Tools and then Accounts.
    - In Internet Accounts double-click your e-mail server.
    - Click the Advanced tab.
    - Make sure leave a copy of messages on server is not checked.

About once a month I get a message from my Internet Provider that my mailbox is over quota. The last time I talked to them they told me they were increasing their quota starting this month. So far, no more warnings.
