Very interesting read, still baffles me that this would only work with other devices plugged in. Although you appear to have it resolved I'd maybe also consider trying a different USB hub, even though I couldn't imagine why a powered USB hub would have this issue.

I say this with no authority, but it's something wacky with the USB 1.0.  (Yeah, I really "went out on a limb" on that one. 

If the original poster is comfortable, and there are open expansion slots inside the computer, she, or a friend, or a shop professional can install a USB 2.0 controller card for about $20 - $30 US (parts) which should do the trick.
