won't go into sleep mode

Can't get into sleep mode.  No programs running, adjusted settings in power mode , nothing works.  when I shut down, and select sleep mode, the computer goes into mode and starts up again.  I don't want to leave it running all day.  Any suggestions?

Sorry.  runing Windows XP.   Problem started when I was trying to fix the USB problems, (see previous post).  Window keeps poping up indicateing"generic USB Hub as malfunctions & exceeded the power limits of its hub port".  Since I've been trying to fix this USB problem, now I can't power down the computer.  Yes, I reinstalled the ports as advised.  I can use the ports, but the power problem window pops up all the time.

Computer is two years old, running Windows XP all that time, no problem with sleep mode until last week.  Just thought there might be a solution.
