Boot sequence = bootable add in cards #1 = bootmgr not found.

When I set bootable add in cards to boot before the hard drive I get a message " bootmgr not found" press ctl-alt-delete to restart.
Why?
This is on my core2 quad system in my specs.

What all qualify's as a "Bootable Add In Card"?
CD DVD, floppy...?

I thought it would go through the boot sequence until it finds a bootable source. I don't know why it's stopping at bootable add in cards instead of going to the next device in the sequence, (hard drives).
